Invitation to service providers to provide snow removal services at the Chancery for a contract period of three (3) years

TERMS OF REFERENCE:
PURPOSE:
  • Invitation to service providers to provide snow removal services at the Chancery for a contract period of three (3) years with the option of extending the contract with two (2) years depending on the quality of service rendered
  • BACKGROUND:
    • Invitation to service providers to provide snow removal services at the Chancery for a contract period of three (3) years with the option of extending the contract with two (2) years depending on the quality of service rendered. For the duration of the three-year period of the contract, the service is required during the snow season which is November to April.

    SPECIFICATIONS:
    Description of service required
    • Location:SA High Commission Chancery located at 15 Sussex Drive, K1M 1M8
    • Snow ploughing of the parking lot, entrance/exits, and sidewalks
    • 4cm Snow Tolerance
    • All-inclusive salting, at the end of each storm and pre-treating freezing rain
    • A salt & grit mixture will be applied throughout a freezing rain storm
    • Snow clearing should be completed by 7am
    • Snow shall be stored on site, until snow piles are encroaching roadways or parking stalls and require removal or relocating elsewhere on the premises
    • Supply and installation of 5 salt bins
    • Snow shall be pulled out from the parking lot & piled on the Mackay St. easement
    • Some snow will be piled in northwest corner or parking lot
    • Parking lot will be kept bare from ice & snow
    • Walkways will be kept bare from ice & snow
    • Remote gate will be shovelled clear of snow for proper operation

    Services included
    • Ploughing of snow from paved roadways and sidewalks between the outer boundaries of the Mission’s property as needed, i.e. whenever snow cover is at least 4 centimetres in depth
    • Snow ploughing shall be provided as required under this Agreement 24/7
    • Contract will be in effect for the first 250cm of snow fall accumulation. Snow Accumulation data is taken from The Ottawa Macdonald-Cartier International Airport Historical Climate Data records. Every 1 Millimetre of freezing rain will count as 1cm in snow accumulation. After 250cm each 2.5cm will be charged 1% of the contracted price. Once 250cm of accumulation has been breached notice may or may not be given to customer. To halt service after 250cm has been breached written notice must be given prior to 250 cm of total snow accumulation
    • All snow ploughing & salting services, if applicable will be completed by 7:00 AM. The final snow ploughing (clean up) visit will be completed the day after the snow storm
    • In the event of overnight snow fall starting between the hours of 12:00am and 9:00am the snow ploughing and clearing will be completed by 4:00pm
    • Multiple visits will be conducted throughout a storm over 5 centimetres in depth
    • Contractor will provide the Services on an as-needed basis during the months of Nov 15 2017 – April 15, 2018
    • Where snow ploughing is required during normal business hours, priority shall be given to the clearing of snow from all main entrance ways, fire and emergency exits, walkways and shipping/receiving docks/areas and roadways if applicable. An additional visit will be organized to clear snow in parking areas

Snow removal
  • Where snow is to be removed from the property, proper notice must be given to the contractor to prepare for the service. (In most cases the Contractor is able to provide the service within 5 days from notice)
  • Where snow piles are becoming dangerous, creating damage, or encroaching on roadways the customer agrees to hire the Contractor to remove the snow from the premises or relocated the snow elsewhere to a permanent snow piling location

  • FREQUENCY:During snow season

  • SNOW REMOVAL MATERIAL AND EQUIPMENT:
    • The service provider must supply all snow removal material and equipment to clear and plough the snow from the High Commission’s premises

    EVALUATION METHODOLOGY:
    • The bid will be evaluated in two phases (i.e. Phase 1 and 2) as follows

    Phase 1: Responsiveness Criteria
  • The minimum requirements that must be met by prospective bidders in order to pass to the next stage of the evaluation process

  • Requirements
    • Proof of company registration with local authorities
    • Detailed quotation itemising all costs on required services

    Phase 2: Functionality Evaluation criteria
  • A panel shall evaluate all tenders received on the functionality criteria as reflected below. A bidder that scores less than sixty five percent (65%) in respect of “functionality” shall be regarded as submitting a non-responsive bid and shall be disqualified

    • Proof of three (3) years full time company experience in the snow removal industry/business and providing services detailed above

  • SPECIAL CONDITIONS:
    • The company must provide a quote based on these terms of reference
    • The preferred service provider will be expected to sign a Service Level Agreement with the High Commission
    • The company must submit proof of Public Liability insurance. If no insurance is held, it will be specified in the contract of services that all damage caused by the cleaners will be compensated by the company
    • The High Commission retains the right to request that the cleaner(s) which are provided by the company be replaced should they not fulfil their duties as required
    • Staff must be insured by the Company against injuries on duty

    GENERAL CONDITIONS
    • The High Commission is not obliged to select any of the firms/companies submitting proposals
    • Evaluation on functionality criteria can only be done on the basis of information, which was asked for
    • The Embassy reserves the right to request the bidder to supply additional information

    FEES AND PAYMENTS
    • Bidders to provide the quote in Canadian Dollars net price, include HST and the gross price/cost of service.
    • Please take note that the High Commission undertakes to pay full amount/cost of service on monthly basis, within thirty (30) days of receipt of the tax invoice once the service has been satisfactorily rendered

    Job/Post Details

    • Purpose of the Job: To perform domestic/Chef duties at the Official Residence
    • Other Responsibilities:To undertake food preparations for the family and during events at the Official Residence.

    Task/Duties

    • Undertake the preparation of food for the family on a daily basis – plan and discuss menu with the spouse of HoM;
    • Plan menus (typically SA) for events hosted at the Residence – discuss menu with the HoM;
    • Procurement of all ingredients;
    • Prepare food;
    • Ensure kitchen and all food preparation areas are clean and hygienic
    • Serve food and drinks during social functions and meetings at the residence;
    • Check tableware, cooking facilities, expiry date of cooking materials regularly
    • Familiarity with different cuisines
